On February 28, 2011, the Covenant Health Medical Staff Bylaws were implemented, as endorsed by the Alberta Government Minister of Health and Wellness, Honourable Gene Zwozdesky. This legally merged the medical staffs of 10 former health regions and 18 facilities, into a single body creating the Covenant Health Medical Staff.
The Medical Staff Bylaws define the relationship between Covenant Health (COV) and COV Practitioners (those physicians, dentists, oral and maxillofacial surgeons and podiatrists with a COV appointment).
The Bylaws outline in detail the terms and conditions on which COV may grant Practitioners Clinical Privileges; the responsibility of the Medical Staff to COV for the quality and safety of all professional services provided by Practitioners to patients and to COV; the responsibilities of the Medical Staff and COV to each other for the organization and conduct of the Medical Staff and, in particular, the processes relating to Medical Staff Appointments and delineation of Clinical Privileges; and the administrative structures for the governance of Practitioners working in COV facilities or other COV Sites of Clinical Activity.
These Medical Staff Bylaws were prepared with the express intent of complementing the Medical Staff Bylaws of Alberta Health Services (AHS). As such, while COV retains final authority in the matter of granting appointments and privileges to members of the Medical Staff, COV relies on the good offices of AHS to conduct, various functions on behalf of COV, pursuant to section 3.9 of the AHS Medical Staff Bylaws as agreed to from time to time by COV and AHS.
