Medical Leadership Structure
& Responsibilities

Covenant Health has established the Medical Staff Bylaws and Medical Staff Rules in order to assist and provide guidelines for Practitioners in the workplace. The Covenant Health Medical Organizational Structure section of the Bylaws explains the committees and medical administrative leadership positions that are central to these Bylaws. This document should not be used as a replacement for the Bylaws; it is simply a concise reference to Covenant Health Medical Leadership..

What is Medical Leadership?  

The Covenant Health Medical Leadership structure is responsible for providing a link between members of the Covenant Health Medical Staff and Covenant Health administration. The organizational structure of the Medical Leadership includes, but is not limited to:

  • Medical administrative leadership positions includes but are not limited to: The  Vice-President, Medicine; Associate Vice-President(s), Medicine; Facility Medical Directors; Clinical Department Facility Chiefs; and Clinical Department Section Leads
  • Facility Clinical Departments
  • Medical Executive Committee
  • Facility Medical Advisory Committee
  • Facility Medical Staff Associations

All committees and other groups within the Medical Organizational Structure of Covenant Health shall be members of the Medical Staff and subject to the collective responsibilities identified in these Bylaws and the Rules.

How are Medical Leaders Appointed?

Most members of the Covenant Health Medical Leadership Structure are appointed by the Chief Medical Officer & Vice President, Medicine after considering the recommendations of a search committee. A search committee is an impartial group that may include members from the portfolio of the Chief Medical Officer & Vice President, Medicine, and/or the AHS Zone Clinical Department, the relevant  Covenant Health operational portfolio, and at least one member of the Medical Staff.

What are the responsibilities of the Medical Leadership?

Policy development, organizational planning and strategic decision-making related but not limited to recruitment and retention, resource allocation, service delivery models and the quality and safety of Patient care, shall be undertaken and/or coordinated by medical administrative leaders and committees with Covenant Health.  Operational decision-making and reporting, particularly pertaining to the local provision of services to Patients, and the management of Concerns, may be undertaken and/or coordinated by medical administrative leaders and committees with either Zone-wide or Facility specific responsibilities and duties.

Medical Leadership Position Descriptions 

Chief Medical Officer / Vice-President, Medicine
The Chief Medical Officer / Vice-President, Medicine (CMO/VPM) is the most senior medical administrative leader in Covenant Health, shall be appointed by the Covenant Health Chief Executive Officer (CEO) and shall be a member of the executive of Covenant Health, directly accountable to the CEO.

The CMO/VPM will be responsible for the implementation and operation of the Medical Staff Bylaws and Rules and policies established by Covenant Health related to the Medical Staff. Further detail on these responsibilities can be found in Medical Staff Bylaws Section 2.1.2.

Associate Vice-President(s), Medicine
One or more Associate Vice-President(s), Medicine shall be appointed by the Chief Medical Officer / Vice-President, Medicine after consideration of the recommendations of a search committee pursuant to the process specified in the Rules.

The Associate Vice-President, Medicine shall assist the Chief Medical Officer / Vice-President, Medicine in fulfilling his/her duties and shall be directly accountable to the Chief Medical Officer / Vice-President, Medicine.

Facility Medical Directors
Each Facility shall have a Facility Medical Director. The Facility Medical Director is the most senior medical administrative leader for a Facility and shall be appointed by the Chief Medical Officer / Vice-President, Medicine after consideration of the recommendations of a search committee pursuant to the process specified in the Rules. An individual may be the Facility Medical Director of more than one Facility.

The Facility Medical Director shall be directly accountable to the Chief Medical Officer / Vice-President, Medicine and is responsible for the clinical operational coordination within the Facility and accountability for Practitioner-related matters.

Clinical Department Facility Chief
Where applicable, and in consultation with the relevant AHS Zone Clinical Department Head, Covenant Health may establish Facility Clinical Departments. Members of the Covenant Health Facility Clinical Departments shall be members of the AHS Zone Clinical Department and shall hold a Covenant Health Appointment and Clinical Privileges in that Facility. Clinical Department Facility Chief shall be appointed by the Facility Medical Director after consideration of the recommendation of a search committee and will be directly accountable to the facility Medical Director. Clinical Department Facility Chiefs have responsibility for the overall function and structure of the department, and shall be responsible through the Zone Clinical Department Head for matters within the Zone Clinical Section.

Clinical Department Section Lead
Where applicable, and in consultation with the relevant AHS Zone Clinical Department Head, Covenant Health may appoint a section lead in a department within a facility to assist the Department Facility Chief with operational matters and quality issues, to function as a strong advocate for sound medical/clinical practice and provide active participation in and encouragement in Accreditation activities.

The Section Lead will also provide clinical leadership, support and coaching to the site medical staff, including developing objectives collaboratively with each physician, ensuring compliance on the part of the site medical staff with Covenant Health Medical Staff Bylaws and Rules.

 

Medical Executive Committee

The purpose of the Medical Executive Committee is to advise Covenant Health and the Senior Vice-President, Medicine on matters pertinent to quality and safe patient care, physician work force planning, overseeing the overall functioning of the Bylaws & Rules and development, oversight and reviewing of same, etc.

 

Facility Medical Advisory Committee

The Facility Medical Advisory Committee shall consider, advise and report to the Chief Medical Officer / VicePresident, Medicine on all matters pertinent to Patient care and to the Facility medical staff on all items referred to it. These matters include but are not limited to quality and safe patient care, service planning and delivery, input into Practitioner workforce planning, and interdisciplinary patient care.

Facility Medical Staff Associations

The Medical Staff in each Covenant Health Facility shall establish a Medical Staff Association to facilitate the engagement and participation of the Medical Staff in Practitioner-related matters, and the fulfilment of the responsibilities and duties of Practitioners pursuant to these Bylaws and the Rules. The Medical Staff Associations shall be the representative bodies of Practitioners in matters related to these Bylaws and the Medical Staff Rules. The Medical Staff Associations shall be governed by their own constitution. A single Facility Medical Staff Association of the Medical Staff in two or more Covenant Health Facilities may be established when approved by the majority of the Medical Staff in the Active Staff category in each of the relevant Facilities.

How can I apply for Medical Leadership?

Vacant Medical Leadership positions can be filled by application or appointment. Search committees are established a to make recommendations to the Covenant Health medical administrative leader responsible for filling the vacancy. The medical administrative leader is ultimately responsible for the appointment and may make a decision different from the recommendation of the search committee.

Can I speak directly with the Chief Medical Officer (CMO) / Vice-President, Medicine (VP)?

In certain cases it is possible for a Practitioner to speak directly with the VP (for instance, regarding a case hearing related to a Concern). However, this is only after the Practitioner has spoken with their Clinical Department Facility Chief and/or Facility Medical Director. It is always recommended that a Practitioner use the proper channels to resolve an issue. Please see the Medical Affairs Organizational Chart 

Who am I accountable to as a member of the Covenant Health Medical Staff?

All Medical Staff members are directly accountable to Clinical Department Facility Chief and/or Facility Medical Director.
