Covenant Health Medical Leadership

Covenant Health medical leaders provide oversight and leadership in policy development, organizational planning and strategic decision-making related to recruitment and retention, resource allocation, service delivery models and the quality and safety of patient care. Our leaders respond to all Covenant Health and Alberta Health Services priorities across the continuum of care in both urban and rural care settings in a timely fashion. Operational decision making and reporting, particularly pertaining to the local provision of services to patients, and the management of concerns, is undertaken and/or coordinated by medical administrative leaders and committees with either zone-wide or facility-specific responsibilities and duties.

Medical leadership is divided into three areas:

  • Edmonton Acute Care, including all clinical programs and services at our two urban hospitals - Grey Nuns and Misericordia Community Hospitals.
  • Continuing Care programs in Edmonton, Lethbridge, Medicine Hat and St. Albert
  • Rural Health, bringing together facilities in our smaller urban centres and rural areas

The Covenant Health medical leadership structure is responsible for providing a link between members of the Covenant Health medical staff and Covenant Health administration. The organizational structure of the medical leadership includes:

Owen Heisler MD, MBA, FRCSC is the Chief Medical Officer and is the most senior medical administrative leader in Covenant Health, as appointed by the Covenant Health Chief Executive Officer.

Dr. Heisler is a respected, values-driven leader who has served in a variety of leadership and executive roles in Alberta and British Columbia over the past 25 years. Previous roles held by Dr. Heisler included the Assistant Registrar and Complaints Director for the College of Physicians & Surgeons of Alberta. Prior to that, he served as Chief Medical Officer and Executive Vice-President for Vancouver Island Health Authority and Edmonton Zone Medical Director and Associate Chief Medical Officer of Diagnostic Services for Alberta Health Services. As a General Surgeon in central Alberta, he held several medical leadership roles in the former David Thompson Health Region from 1990 to 2008, including Vice-President Medicine.

Dr. Heisler’s collaborative and consensus-building style will be a significant asset to the Covenant family, fostering open dialogue, shared vision, teamwork and strong partnerships across our sites and communities and with Alberta Health Services.

As the Executive leader for the Medical Portfolio, Dr. Heisler provides strategic oversight and stewardship for health service and care delivery across all Covenant sites. His responsibilities include executive leadership of Medical Affairs and Infection Control and overall co-ordination of medical resources, ensuring services are carried out in accordance with our mission, vision and values, ethical guidelines and Medical Staff Bylaws. Dr. Heisler also has served as a member of Covenant Health’s Quality and Service Delivery Committee of the Board since March 2015.

Medical school, surgical residency and a Masters Degree in Experimental Surgery at the University of Alberta interspersed with an internship at Dalhousie University were the prelude to a busy 19 year general surgical practice in Red Deer, Alberta that preceded this administrative track. Dr. Heisler is a Canadian Fellowship (FRCSC) general surgeon who earned his MBA from Richard Ivey School of Business, MSc through the University of Alberta and Certificate in Theological Studies through Newman Theological College.
